3. School Restructuring Discussion
   Minutes: Dr. Johnson reviewed the schools that are being affected by AYP and summarized the choices the Board has:
   1) privatize
   2) convert into charter schools
   3) allow state to take over
   4) restructure
   
   Board Members discussed the following: collapsing the two schools into one; extended day/extended year; Pre-K Programs; principal placement; wrap-around teams; not reaching AYP after restructuring; and accountability after restructuring;
   
   Dr. Robinson questioned if the District received the same AYP results this year as they did last year - how many schools would be in this position.
   
   Dr. Robinson stated that Board Members need to discuss ways to stop the high teacher turn-over in the district.
   
   Mrs. Burdick questioned if there could be any flexibility within the STAR Program that would encourage high performance teachers to stay in the District.
   
   Mr. Graham explained the difficulty in recruiting teachers to the more challenging schools when they see the reward money going to "A" schools.
   
   Dr. Robinson questioned if the Board will have further discussion on the sub-group size.
   
   Board Members were in consensus to restructure the schools that did not meet AYP.
